Houselisting Ends September 30 — Where Census 2027 Stands

India's houselisting phase — the first half of Census 2027 — closes on September 30, 2026. Here is exactly where things stand, with every claim linked to its source.

By the government's August 12 Rajya Sabha reply, 31 states and UTs had completed their 30-day houselisting windows; Tamil Nadu and Tripura wrapped up on August 30. That leaves three still in the field:

Snow-bound India is being counted right now

While most of the country waits for February 2027, the UT of Ladakh, snow-bound parts of 16 of Jammu & Kashmir's districts, and designated areas of Himachal Pradesh and Uttarakhand are in their Population Enumeration already — field work runs September 1–30 against a reference date of 00:00 hrs, October 1, 2026. Their houselisting was completed back in April–May for the same reason: winter closes the passes.

What we learned from Phase 1

Three things stand out from the first digital houselisting in Indian history:

1. Self-enumeration found real uptake. Around 82 lakh households had filed online at se.census.gov.in by May 1 — the first month — in any of 16 languages.
2. The staggered 30-day windows worked. Spreading states across April–September kept training, logistics and the digital platform from being hit all at once.
3. The money moved. ₹4,102 crore of the ₹11,718.24 crore budget had been released by mid-August for training, manpower and technical infrastructure.

What happens next

The 40-question Population Enumeration schedule was gazette-notified on August 14 — including caste enumeration for the first time since 1931. Exact February 2027 field dates are still to be notified by the RGI; the reference date is fixed at 00:00 hrs, March 1, 2027.
