Census Management and Monitoring System (CMMS) UPSC relevant

The Census Management and Monitoring System (CMMS) is the centralised web portal built for Census 2027 to plan, manage, execute and monitor the entire census on a near real-time basis.

Officers at sub-district, district, state and national levels track enumeration progress, field performance and operational readiness through an integrated dashboard; the portal is also the registry of census functionaries — only personnel registered on CMMS can use the HLO Mobile Application. CMMS was among the digital tools soft-launched by Union Home Minister Amit Shah in early March 2026 alongside the census mascots Pragati and Vikas.

It replaces the paper-progress-report supervision model of earlier censuses and is a core reason Census 2027 results are expected 'in the shortest possible time' compared with 2011.
