Census 2027 Digital Census UPSC relevant
Census 2027 is India's first digital census: data are captured on mobile apps and a web portal instead of the roughly 30 crore paper schedules of past censuses, with direct field-to-server transmission.
The stack comprises the HLO Mobile Application (enumerators), the Self-Enumeration Portal (households), the Houselisting Block Creator (charge officers) and the CMMS portal (management), supported by geo-referenced jurisdictions. Security measures include end-to-end encryption, hosting in data centres designated as Critical Information Infrastructure, and ISO/IEC 27001:2022-compliant systems. The Union Cabinet approved an outlay of Rs 11,718.24 crore; about 31 lakh enumerators and supervisors plus over 1 lakh functionaries are mobilised, trained via 80,000+ batches per phase, with instruction manuals in 19 languages.
The stated aim is census results 'in the shortest possible time', against the multi-year lag after 2011.
