Enumerator UPSC relevant
The enumerator is the field functionary who actually conducts the census — visiting every household in an assigned block, canvassing the schedule and, in 2027, recording answers in the mobile app and verifying self-enumeration IDs.
Enumerators are appointed by the State/District administration under the Census Act, 1948, generally from among school teachers, revenue officials (patwari, gram sevak), health workers and other government or municipal staff. While engaged in census duty they are deemed public servants, are legally bound to confidentiality, and can require answers under Section 8 of the Act. Approximately 31 lakh enumerators and supervisors have been mobilised for Census 2027, trained through more than 80,000 phase-specific training batches.
