Houselisting Block Creator (HLBC) UPSC relevant

The Houselisting Block Creator (HLBC) is a web-based mapping application developed for Census 2027 that lets Charge Officers digitally create houselisting blocks using satellite imagery.

Each block is drawn as a geo-referenced polygon, which PIB says ensures 'geographic coverage across the country without omission and duplication' — historically the two classic census failure modes, previously managed with hand-drawn notional maps. Digital blocks also enable the rest of the 2027 stack: enumerator assignments in the HLO app follow HLBC geography, and self-enumerated households are routed to the right enumerator by the map location the respondent marks on the SE portal.

HLBC is one of the four digital tools (with the HLO app, SE portal and CMMS) soft-launched in March 2026, and it gives India its first nationwide geo-referenced census-block layer.
