National Population Register (NPR) UPSC relevant
The National Population Register is a register of the 'usual residents' of India — citizens and foreigners alike — prepared under the Citizenship Act, 1955 and the Citizenship (Registration of Citizens and issue of National Identity Cards) Rules, 2003, and maintained by the Registrar General of India.
A usual resident is a person who has resided in a local area for the past six months or more, or intends to reside there for the next six months or more. NPR data were first collected in 2010 alongside Census 2011 houselisting and updated in 2015. Confidence: unconfirmed for 2027 — as of August 2026 the government had not officially confirmed whether NPR would be updated alongside Census 2027; the Phase 1 notifications covered houselisting questions only.
NPR is distinct from the NRC, which would list citizens only.
