Census 2027 replaces the paper schedules of every previous Indian census with mobile-app data collection. Phase 1 uses the Houselisting and Housing Census (HLO) Mobile Application, described by PIB as 'a secure offline app for enumerators to collect and upload houselisting data, accessible only to those registered on the CMMS portal.' It works on both Android and iOS in 16 regional languages, operates offline in the field, and enables direct field-to-server data transmission, eliminating paperwork.
Phase 2 field personnel use a 'Census 2027-PE' mobile application (named in J&K government coverage of the snow-bound-area enumeration), likewise supported by the CMMS portal for real-time monitoring. Access control: an enumerator must be registered on the Census Management & Monitoring System (CMMS) — the centralized platform for planning, monitoring and managing census activities — before the app functions; CMMS dashboards let officers at sub-district, district, State and national levels track progress in near real time.
According to Wikipedia's compilation of news reports, enumerators largely use their personal smartphones, with a paper-schedule backup option retained (confidence: news/secondary — the official PIB material does not state device ownership). A companion tool for Charge Officers is the Houselisting Block Creator (HLBC) web mapping application, used to digitally carve out Houselisting Blocks from satellite imagery so that every enumerator has an unambiguous, geo-referenced jurisdiction and no area is omitted or double-counted.
Workflow in the field: the enumerator visits each household in the assigned block during the State's 30-day HLO window, canvasses the notified questions in the app (the 'canvasser method' — the enumerator asks and records), or, for self-enumerated households, collects the SE ID, verifies the submitted data, adds building/census-house identifiers and uploads. Respondents are not required to show any documents; answers are recorded as stated.
Data protection on the digital pathway: end-to-end encryption in collection, transmission and storage; data hosted in Critical Information Infrastructure (CII)-designated certified data centres; ISO/IEC 27001:2022 compliance with regular security audits (PIB Backgrounder). The app-based method was validated in the November 2025 nationwide pre-test across about 5,000 census blocks and a second pre-test on July 6-18, 2026 for the Population Enumeration phase.
The RGI has emphasized selecting field personnel with 'requisite technological proficiency' for app-based work.
