How India's First Digital Census Works End-to-End

Census 2027 is India's 16th census, 8th since Independence, and the first conducted by digital means (source: PIB Backgrounder, April 25, 2026). The intent to conduct it was notified in the Gazette of India on 16 June 2025, and the Union Cabinet approved a financial outlay of Rs 11,718.24 crore. The end-to-end digital pipeline: (1) Administrative units (districts, sub-districts, towns, villages) were frozen as of 1 January 2026 to give a stable frame. (2) Charge Officers use the Houselisting Block Creator (HLBC) web mapping application to digitally create Houselisting Blocks using satellite imagery, ensuring geographic coverage 'without omission and duplication' — the census uses extensive geo-referenced jurisdictions. (3) In each State/UT, an optional 15-day self-enumeration window on the portal se.census.gov.in precedes a 30-day house-to-house houselisting round (Phase 1, April 1 - September 30, 2026, scheduled at each State/UT's convenience). (4) Enumerators collect data on a secure offline mobile app (Android and iOS, 16 languages), accessible only to functionaries registered on the Census Management & Monitoring System (CMMS); data is transmitted directly field-to-server, eliminating paperwork. (5) The CMMS portal gives officers at sub-district, district, State and national levels near-real-time dashboards of enumeration progress, field performance and operational readiness. (6) Phase 2 (Population Enumeration) is in February 2027, with caste enumeration included per the Cabinet Committee on Political Affairs decision of 30 April 2025; snow-bound areas were enumerated early (September 2026, reference date October 1, 2026).

Data security: end-to-end encryption across collection, transmission and storage; hosting in certified data centres designated Critical Information Infrastructure (CII); compliance with ISO/IEC 27001:2022; regular security audits. Validation: a nationwide pre-test for Phase 1 covering around 5,000 census blocks was held in November 2025; a second pre-test for Population Enumeration ran July 6-18, 2026 (Business Standard).

Instruction manuals were prepared in 19 languages. Administrative chain: Union Home Minister -> Union Home Secretary -> Registrar General and Census Commissioner of India (RGI, currently Mritunjay Kumar Narayan) at national level; Directorates of Census Operations at State level; Chief Secretary and State Nodal Officer; Principal Census Officers (DM/DC/Municipal Corporation Commissioner); Charge Officers (SDM/Tehsildar/Mamlatdar/BDO/Executive Officer); and enumerators/supervisors drawn from teachers, state government and local body officials.

Approximately 31 lakh enumerators and supervisors plus over 1 lakh census functionaries have been mobilized (an earlier June 2025 announcement cited 34 lakh personnel); about 18,600 technical manpower will be engaged for roughly 550 days, generating around 1.02 crore man-days of employment. The census is governed by the Census Act, 1948 and Census Rules, 1990; census is a Union subject (Seventh Schedule, entry 69).
