The 16 Languages of Census 2027

Both the self-enumeration portal and the enumerator mobile apps for Census 2027 operate in 16 languages. The official list, per the PIB Backgrounder of April 25, 2026: Assamese, Bengali, English, Gujarati, Hindi, Kannada, Konkani, Malayalam, Manipuri, Marathi, Nepali, Odia, Punjabi, Tamil, Telugu, and Urdu. The official Goa government FAQ phrases this as 'English and 15 Indian languages.' Coverage notes: 14 of the 15 Indian languages are among the 22 scheduled languages of the Eighth Schedule; the set includes Konkani, Manipuri and Nepali, giving app-level coverage in the Northeast, Goa and the Nepali-speaking belt, while some scheduled languages (e.g., Bodo, Santali, Kashmiri, Sindhi, Dogri, Maithili, Sanskrit) are not among the 16 interface languages (observation based on the official list; the questionnaire is canvassed orally by local enumerators regardless of interface language).

The 16-language support applies to: (1) the HLO Mobile App used by enumerators — PIB: 'It will work on Android and iOS platform in 16 regional languages'; (2) the Self-Enumeration Portal at se.census.gov.in — 'available in 16 languages' with user guide, flow chart, FAQs, tool tips, tutorial video and validation checks; and (3) public-facing census communication materials. Separately, detailed instruction manuals for census functionaries have been prepared in 19 languages, 'supported by comprehensive guidelines and circulars to ensure consistency in implementation across regions' (PIB Backgrounder) — the three additional manual languages beyond the 16 are not enumerated in the sources seen (confidence: the count 19 is official; the identity of the extra languages is unconfirmed).

Language data collection should not be confused with interface languages: the Population Enumeration phase (February 2027) collects each person's mother tongue and other languages known, as in past censuses — the Goa FAQ lists 'language' among Phase II data items alongside age, sex, marital status, caste, religion, education, disability, migration, occupation and fertility. In the 2011 census, mother-tongue returns were classified post-hoc into languages by the RGI's language division; the 2027 classification procedure has not yet been detailed in official releases (confidence: unconfirmed for 2027 processing details).

For training delivery, the cascade of 100 national trainers, ~2,000 master trainers and ~44,000 field trainers operates in regional languages appropriate to each State, using the 19-language manual set.
