QUESTIONNAIRES: houselisting shrank from 35 questions (2011) to 33 notified questions (34 listed items) in 2027, adding internet access, smartphone, and an optional mobile number for census communications; Population Enumeration grew from 29 questions (2011) to 40 questions notified on 14 August 2026 — with 13-14 new or modified questions per news analyses: caste of every individual (first since 1931; 2011 recorded only SC/ST status), spouse's name, nationality as declared, father's and mother's particulars, permanent address, identity documents (Aadhaar, voter ID, passport, driving licence — reported by Civils Daily as document numbers, by ThePrint as possession; exact gazette wording unverified), mobile number, digital literacy, number of bank accounts, place of COVID-19 vaccination, and expanded education fields (qualification and stream/discipline).

CASTE: 2011 population enumeration recorded only SC/ST (the separate SECC 2011 was not conducted under the Census Act); 2027 enumerates caste for all, open-ended, as declared. GEOGRAPHY/FRAME: 2027 introduces geo-referenced jurisdictions and the HLBC satellite-imagery block-creation app; administrative units frozen 1 January 2026. Unit growth 2011 -> 2027 (PIB table): States/UTs 35 -> 36; districts 640 -> 784; sub-districts 5,990 -> 7,092; statutory towns 4,041 -> 5,128; census towns 3,892 -> 4,580; villages 6,40,932 -> 6,39,902.

BUDGET 2027: Rs 11,718.24 crore.
